In the second edition, awards were divided by genre.  Thus Minnelli’s Ziegfeld Follies (rather mediocre compilation) won Best Musical Comedy and Dmytryk’s Oscar nominated message noir (about anti-Semitism) Crossfire received the Best Social Film.
